UIL Policy Brief on Libraries and Literacy

UIL has published a policy brief on Using Libraries to Support National Literacy Efforts.

The policy brief examines the role of libraries in supporting lifelong literacy. It looks at how libraries nurture early literacy skills up to advanced levels of literacy proficiency. Libraries provide literacy resources for children, youth and adults at all proficiency levels, thereby making an enormous contribution to supporting a reading culture and the creation of a literate society. They are also an ideal community space for facilitating intergenerational and family learning. The publication goes further to highlight the fact that libraries at every level, local and national, should be well-resourced to serve their surrounding communities and users in order to create a successful learning environment. They also need to be involved in policy dialogue connected to literacy. Used strategically, libraries have the potential to play a key role in promoting national literacy efforts, as they are trusted by people in the communities they serve and are in a good position to provide a wide variety of literacy opportunities.

The policy brief is a result of an international workshop that was convened in April 2016 at UIL on ‘How Libraries Support National Literacy Efforts’ (see ALADIN News of April 2016).

Other notable aspects of this issue are several articles on skills recognition systems and national qualification frameworks.

PALDIN Scholarships, November 2016

UIL sponsored four scholarships to successful graduates of the PALDIN programme (Participatory Adult Learning Documentation and Information Networking) - an innovative learning package designed by ALADIN India for the professional development of adult educators. It was adopted in 2009 by the Indira Gandhi National Open University of India (IGNOU) and expanded into an annual Post-Graduate Diploma Programme. The scholarship amount covers the fee charged by IGNOU and will be awarded in February 2017 to the recipients by the International Institute of Adult and Lifelong Education in New Delhi.

How Libraries support National Literacy Efforts, April 2016

A workshop took place on 5 and 6 April 2016 at UIL on ‘How Libraries Support National Literacy Efforts’. It was co-organized by the ALADIN Coordinator, members of the Literacy and Basic Skills team at UIL and Beyond Access (an initiative of the US-based international NGO IREX, that is supporting libraries and community literacy), with professional input from IFLA. Twenty-eight participants, including representatives of public and community libraries and literacy stakeholders from the government and civil society sectors, convened at UIL in Hamburg to discuss how public and community libraries can better support local and national literacy policies. The main goal of the meeting was to produce a set of recommendations for governments that will be incorporated into an upcoming UIL policy brief.

IFLA Guidelines promote literacy through libraries, January 2016

Dr. Lesley Farmer, Library Program Coordinator at the California State University Long Beach, was invited to work two weeks in January 2016 with ALADIN Coordinator Lisa Krolak at the library of the UNESCO Institute for Lifelong Learning. The two information professionals revised literacy promotion publications for the International Federation of Library Associations and Institutions (IFLA) under the auspices of its Literacy and Reading Section. It is intended that the two documents Using Research to Promote Literacy and Reading in Libraries (Farmer) and the IFLA Guidelines for Library-Based Literacy Activities (Krolak) will be endorsed by IFLA and published in 2016.
